Too Difficult, Too Dangerous Theory
Abstract
 
 
This theory of unification emerged after the Cold War ended and the two Germanys united.
 
 
It was this period that we saw the first true empirical study of unification that went beyond political rhetoric.
 
 
Koreans watched German unification with deep envy, but the realities of how difficult unification would be also started to set in.
 
 
As cathartic as the German unification process might have appeared, in Republic of Korea unification started to be perceived as prohibitively expensive.
 
 
The newly evolving post-Cold War environment had catalyzed a change in perceptions about unification, especially in Republic of Korea.
 
 
While unification was previously seen as something desirable, it suddenly became something to be avoided because of the staggering costs and the terrible uncertainties.
 
 
Watching the Germans struggle with social, political, and economic integration caused Koreans to see more clearly the challenges of unification.
 
 
Suddenly, the theory that unification was too difficult and too dangerous emerged and took over a prominent place in policymaking and scholarship.
 
 
Korean unification was no longer perceived as a simple “winner takes all” scenario but as a complex process that would be messy and highly unpredictable.
 
 
During this period, there was an intense debate between two different schools of thought on the Korean unification process-“hard landing' versus ”soft landing.“
 
 
The two different schools of thought were related to four different scenarios for unification:
 
 
1. North Korean regime collapse.
2. War.
3. Gradual change in the North leading to peaceful integration.
4. Maintenance of status quo or “muddling through.”
 
 
Scenario one and two were associated with the “hard landing” school of thought.
 
 
On the other hand, a soft landing, most often associated with scenario three and four.
 
 
The hard landing theory of unification predominated Korean thinking from the end of the Cold War in Europe until the Asian financial crisis in 1997.
 
 
The death of Kim Il-sung in 1994 and the widespread famine in North Korea led many to predict an eminent collapse of the North Korean regime.
 
 
The retreat of communism caused an existential crisis for North Korean as its main source of economic aid and ideological legitimacy started to dry up.
 
 
Faced with a growing external threat, a failing economy, and a conventional military with increasingly deteriorating capabilities, North Korea seemingly shifted its strategy from “achieve unification at all costs” to “maintain regime survival at all costs.”
 
 
Korean unification was dominated by political discourse and even agreements, but without any serious study of its meaning.
 
 
What this period did show, however, was that new data does affect policy.
 
 
The first real attempt to collect data on unification came about through the case studies of German unification and its potential application to the Korean situation.
 
 
Additional studies also analyzed the estimated cost of unification. All of this set new parameters on how the Koreans and the world thought about unification.

이 통일 이론은 냉전 종식과 독일 통일 후에 나왔다.
 
 
이 시기, 세상은 처음 정치적 수사 (修辭)를 넘어선 진정한 통일의 경험적 연구를 봤다.
 
 
한국인들은 독일 통일에 대한 깊은 부러움과 함께 통일 시작의 어려운 현실도 또한 봤다.
 
 
독일통일 과정의 가시화로 한반도에서의 통일은 엄청나게 돈이 드는 것으로 인식하기 시작했다.
 
 
새로이 진화하는 탈냉전 환경은 특히 한국에서 통일에 관한 인식의 변화를 촉진했다.
 
 
이전에는 통일을 바람직한 일로 봤으나, 이제 엄청난 비용과 끔찍한 불확실성으로 인하여 갑자기 뭔가 피해야 하는 대상이 됐다.
 
 
독일통일 이전에는, 한반도 통일의 절차나 구조에 관해서는 별로 관심을 갖지 않았다.
 
 
그러나 독일인들이 사회적, 정치적, 그리고 경제적 통합의 어려움을 겪는 것을 지켜보면서, 한국인들은 통일의 난제 (難題)를 더 확실히 느꼈다.
 
 
갑자기, 통일은 너무 어렵고 너무 위험하다는 말이 나오면서, 이 논리는 정책 결정과 학문 분야에서 눈에 띄게 퍼져나갔다.
 
 
게다가, 남과 의 경제적 불균형에 대한 공포감 증대와 김 씨 일가의 세습적 독재 정권의 불안정성 증대는 통일 인식의 변화를 유발했다.
 
 
한반도 통일은 더 이상 단순한 승자 독식시나리오가 아니고 사안을 난처하게 하고 매우 예측하기 어렵게 만들었다.
 
 
이 기간 동안, 한반도 통일 과정에 대한 경착륙 (硬着陸)”연착륙 (軟着陸)”의 두 다른 학파의 격렬한 논쟁이 전개됐다.
 
 
이로써 문제를 사고하는 패러다임의 창출로 통일을 더 크게 이해하도록 추진됐다.
 
 
이 두 다른 학파는 네 개의 다른 통일 시나리오와 관련된다. 그것은:
 
 
첫째, 정권의 붕괴.
둘째, 전쟁.
셋째, 을 평화적 통합으로 이끄는 점진적 변화.
넷째, 현상 유지나 시간 끌기 전략.
 
 
시나리오 첫째 및 둘째는 경착륙학파와 관련된다.
 
 
경착륙은 정권의 무능력이 정치적, 경제적, 사회 및 군사 통제를 할 수 없어, 결국 정권의 해체와 극단적인 경우에 이르는 것이다.
 
 
반면에, 연착륙은 주로 시나리오 셋째와 넷째에 해당된다.
 
 
이는 선택적 경제 개혁의 점진적이고 통제된 이행으로 일부 시장경제의 특성을 떠맡는 중앙통제경제 (Command economy)를 할 수 있게 한다.
 
 
그러나 정권 교체는 일어나지 않는다.
 
 
비록 이 두 학파의 차이에도 불구하고, 정책 분야와 학계에서는 경착륙 이론이 유럽의 냉정 종식으로부터 1997년 아시아 금융위기 때 까지 한국인의 사고를 지배했다.
 
 
이 시기 경착륙 이론이 우세했던 몇 가지 이유가 있다.
 
 
1994년 김 일성의 사망과 정권의 광범위한 기근은 정권의 저명한 붕괴 예측을 충분히 뒷받침했다.
 
 
1980년대 후반과 1990년대 초반, 한국정부는 군벌, 우익권위주의 정권으로부터 민주주의 정권으로 전환됐다.
 
 
한국 경제도 개발도상국 대열에서 선진국으로 서서히 진전했다.
 
 
게다가, 이 시기에 정권의 통일 수사 (修辭)의 인식 변화가 있었다.
 
 
공산주의의 후퇴로 경제 원조의 주요 원천과 이념적 정통성이 말라버리기 시작함으로써 정권의 실존적 위기가 됐다.
 
 
커지는 외부 위협과 실패한 경제, 그리고 점점 악화되고 있는 재래식 군사 능력에 직면한 정권은 어떤 희생을 치르더라도 통일 달성으로부터 무슨 수를 써서라도 정권 생존을 유지한다.”고 전략을 바꾼 것으로 보인다.
 
 
1990년대 한국의 노 태우 정부는 북방정책 (Nordpolitik)의 기치 아래 대북 참여를 시도했다.
 
 
남북 사이의 화해와 불가침 및 교류. 협력에 관한 합의서 (1991.12)와 한반도 비핵화에 관한 공동선언 (1992.1)을 생산했다.
 
 
정치적 담론과 심지어 협정도 한반도 통일의 중심이 됐으나, 그 의미의 진지한 연구는 없었다.
 
 
노 태우 대통령 임기 중 소련 (1990) 및 중국 (1992)과의 외교 관계의 정상화는 정권에 가혹한 타격을 주었다.
 
 
1992년 이후, 정권은 모든 접촉을 단절하고 그 어떤 대화도 거부했다.
 
 
그 후, 김 영삼 정부도 화해 시도를 했으나, 평양의 의심을 받고 있는 핵무기 프로그램의 탄로 (綻露)1993년 핵확산방지조약 (NPT)탈퇴로 남북 간 불신은 더 깊어 졌다.
 
 
냉전의 해빙이 한반도 통일에 유리한 조건을 만들 것으로 기대했으나, 전반적으로 1980년대 후반과 1990년대 초반의 국제안보환경은 이 문제의 진전에 별로 도움이 되지 않았다.
 
 
정권의 핵무기 프로그램을 걱정한 미국은 대북 정책이나 통일 연구에 전념할 시간이나 자원을 별로 갖지 못했다.
 
 
자신의 문제들을 다루던 중국 역시 동북아 안보 현상을 바꾸거나 한반도 통일 문제에 달라붙을 인센티브를 별로 갖지 못했다.
 
 
그러나 이 기간에 보여준 것은, 새로운 데이터가 정책에 영향을 준다는 것이었다.
 
 
그 첫 실제 시도가 독일통일의 사례 연구와 한반도 상황의 잠재적인 응용 프로그램을 통한 통일 관련 데이터 수집이었다.
 
 
추가적인 연구 또한 통일 추정비용을 분석했다. 이 모든 것은 한국인과 세계인의 한반도 통일관에 관한 새로운 매개변수를 설정한 것이다.
 
 
이런 매개변수가 일단 설정되면, 이는 다음 십년간 경험 획으로 작용하게 된다.

미국의 핵 "선제 불사용"공약의 문제점


U.S. Nuclear “No First Use” Pledge and its Problems
Abstract
 
 
President Barack Obama is reportedly contemplating declaring a “no first use” pledge for U.S. nuclear weapons.
 
 
Such a policy decision, a dramatic reversal of America’s post-World War II security strategy, would be another step toward Obama’s utopian vision of global nuclear disarmament.
 
 
U.S. allies rely on America’s extended deterrence guarantee-the triad of U.S. nuclear weapons, ballistic missile defense, and conventional forces-for their security.
 
 
This reliance prevents opponents from using coercive pressure against U.S. allies, constrains nuclear proliferation, and enables allies to devote their defense budget to conventional forces rather than attempt to duplicate U.S. nuclear forces.
 
 
Since 1945, the United States has strengthened deterrence by refusing to adopt a no first use pledge and thereby retaining all possible military options for its own defense and those of its allies.
 
 
The U.K., France, Germany, Republic of Korea, and Japan have all expressed concerns about a no first use declaration.
 
 
National Security Council spokesman Ned Price stated that the Obama administration is “always looking for additional ways to achieve progress” on Obama’s quest for a “world without nuclear weapons,” announced during a 2009 speech in Prague.
 
 
But reality intruded on Obama’s idealism that day when North Korea launched a long-range missile designed to target the United States with nuclear weapons.
 
 
Obama’s May 2016 speech in Hiroshima resurrected his Prague denuclearization vision.
 
 
By implicitly criticizing the “terrible force unleashed” at Hiroshima and lamenting “how easily we learn to justify violence in the name of some higher cause,” Obama adopted an aloof view disdainful of all violence, lumping aggressors and defenders together.
 
 
Implementing a no first use pledge would provoke greater allied insecurity and trepidation of America’s commitment to their defense.
 
 
A no first use pledge could also lead allies to contemplate developing their own nuclear weapons programs.
 
 
That a critically important ally is contemplating the necessity of replacing the U.S. nuclear guarantee and several allies have expressed concerns over the ramification to their security of a U.S. no first use pledge is worrisome.
 
 
The U.S. should be taking steps to affirm its unwavering commitment to its allies rather than calling it into question.
 
 
미국의 핵 선제 불사용공약의 문제점
 
 
임기 말, 오바마 대통령은 미국 핵무기의 선제 불사용공약을 고려하고 있는 것으로 전해지고 있다.
 
 
2차 세계대전 이후 미국의 안보 전략의 극적인 반전인 이런 정책 결정은 세계적인 핵군축의 오바마의 유토피아적 환상의 다른 조처이다.
 
 
미국의 동맹국들은 그들의 안보를 미국의 ICBM, SLBM, 장거리 폭격기로 이루어진 3대 전략 핵전력과 탄도탄방어, 및 재래식 군사력에 의존하고 있다.
 
 
이 신뢰는 적들이 미국의 동맹국들에게 강압적인 압력 사용을 못하게 하고, 핵 확산을 억제하며, 동맹국들이 미국 핵전력에 대한 중복된 시도보다 재래식 군사력에 방위예산을 쏟도록 하고 있다.
 
 
1945년 이래 미국은 선제 불사용 공약 채택을 거부하면서 억지력을 강화하여 자신과 미국의 동맹국들을 방어하는 모든 가능한 군사적 선택을 보유하고 있다.

일본 아베 총리는 미국 태평양사령부 사령관 해리 해리스 제독을 방문, 선제 불사용은 정권에 대한 억지력을 약화시키고 갈등 위험을 높인다는 문제를 제기했다.

오바마의 20165월 히로시마 (廣島)연설은 그의 프라하 비핵화 비전을 되살린 것이다.
 
 
히로시마를 덮친 무서운 힘을 암시적으로 비난하고, “어떤 초자연적인 원인의 이름으로 우리는 쉽게 폭력을 정당화함을 배운다,”고 한탄하면서, 오바마는 모든 폭력을 경멸하는 냉소적 견해로 공격자와 방어자를 함께 동일시했다.

미국은 동맹국들에 대하여 그것을 문제 삼기보다 확고한 의지를 확인하는 조처를 취해야한다.
