Abstract
 
 
The latest confrontation between North and South, allows us a window into understanding future North Korean provocations.
 
 
It is impossible to know with certainty the thinking of Kim Jong-un, of course, but we can perhaps glean his potential motives by looking at the latest crisis through the lens of history.
 
 
The big revelation of this clash has been that South’s propaganda broadcasts were a more powerful weapon against the North than firing back with substantial artillery.
 
 
Kim was so sensitive to broadcasts that could affect his internal politics that he threatened to go to war to stop the transmissions. Kim threatened to go to war over words.
 
 
Kim’s behavior is not without precedent. When Kim decided in May to skip Moscow celebrations, he apparently sought to deflect the attention of his elite class by firing a missile and executing his defense minister in a barbaric manner.
 
 
When Republic of Korea responded by airing the propaganda broadcasts on the border between the two countries, it effectively ended its 11-year suspension of such broadcasts across the Demilitarized Zone.
 
 
The transmissions seemed to surprise Kim, who initially responded by blaring his own propaganda broadcasts.
 
 
Kim has been hypersensitive about information from the outside world getting into the North because of its ability to undermine the North’s own propaganda efforts and threaten his support base.
 
 
Now, with the spread of cellphones in North Korea, the infusion of poisonous information from the South likely spread quickly across the North Korean elite-class-and caused Kim to become determined to stop the broadcasts.
 
 
Seemingly desperate to stop the propaganda, Kim put his military on a war footing. Yet Kim did not seem to want war, taking only token actions threatening further attacks; he just seemed to want to maximize his coercion of the South.
 
 
Recognizing Kim’s desperation, and that the South had gained the upper hand. The South insisted on a North Korean apology.
 
 
Making such an apology would have further hurt Kim, who is put forth as a strong, infallible leader.
 
 
Eventually, the North and South reached a compromise. The South stopped its propaganda broadcasts contingent on good behavior by North Korea.
 
 
The North terminated its war footing and expressed regrets for the mine explosions.
 
 
While this was short of an apology, even the expression of regret surprised some experts, since many senior North Korean elites would understand this to be a quasiapology.
 
 
The major takeaway is the North’s apparent fear of the damage that can be done by the South’s propaganda.
 
 
Words as weapons can work when they are aimed at North Korea’s internal politics, and backed up by a strong response supported by the United States.
 
 
Indeed, words may help deter further North Korean military provocations, since the North may conclude that it has more to lose than gain from such actions.

김 정은은 11년 만에 재개된 전방확성기 방송으로 외부 세계의 정보 유입에 따른 내부의 자체 선전 효과의 훼손과 자신에 대한지지 기반 위협으로 과민반응을 보였다.
 
 
이 대북 확성기 방송은 한국 내 일상생활과 한국의 발전상, 그리고 북한 지역에선 알려지지 않은 사실 등을 흥미 있게 전하며, 주로 전방지역에 배치된 병사들이 듣게 된다.

Difference Between Negotiation and Appeasement
Abstract
 
 
One of the leitmotifs of post World War II foreign policy debate is the dangerous conflation of diplomacy and appeasement.
 
 
Appeasement involves one-sided concessions to adversaries in hope that simple gestures of goodwill themselves will bring peace.
 
 
It is born of fear, helplessness, or a superficial desire for a deal at any cost.
 
 
In contrast, sound diplomacy weighs costs and benefits, based on a hard-nosed evaluation of its interests and values.
 
 
It makes concessions only in exchange for concrete gains.
 
 
But sound diplomacy still requires flexibility and willingness to trade, bargain, and make deals, including with adversaries.
 
 
This is not the same thing as appeasement.
 
 
The 1938 Munich Conference at which French Prime Minister Edouard Daladier and his British counterpart Neville Chamberlin agreed to accept Hitler’s annexation of Czechoslovakia’s Sudetenland defined “appeasement” for generations to come.
 
 
The two hoped that giving Hitler the Sudetenland might sate his aggressive, expansionist desires, and prevent a second world war.
 
 
But France and Britain got nothing from their concessions and World War II happened anyway.
 
 
But the historical lesson of the Munich Conference isn’t that any show of flexibility, concessions or negotiations, including with dictatorships, is doomed to failure.
 
 
The fact that Hitler was power mad does not mean that all dictators are, much less that all adversaries are today.
 
 
A willingness to negotiate with adversaries, even heinous ones, is not itself appeasement.
 
 
Such negotiations are critical to an effective foreign policy.
 
 
History is full of diplomatic breakthroughs that were once dogged by charges of appeasement.
 
 
Recent major examples include President Reagan’s negotiations with the Soviets to remove intermediate range nuclear missiles from Europe and Richard Holbrooke’s negotiations with Slobodan Milosevic, which ended Bosnia’s bloody civil war in 1995.
 
 
In both these cases, diplomacy ultimately achieved national objectives and avoided war.
 
 
Obviously, not all negotiating positions are sensible, and concessions to adversaries aimed at preserving peace and prosperity without regard for values, interests or political principles are self-defeating.
 
 
Excessive idealism, undue confidence that others share democratic goodwill, and a failure to appreciate soberly the role force and the threat of violence play in sustaining international security and stability can all increase that risk.
 
 
협상과 유화 (宥和)의 차이
 
 
2차 세계대전 후 국제외교정치에서 되풀이해서 나타나고 있는 주제의 하나는 외교의 위험 융합과 유화 (宥和)이다.
 
 
실제 유화는 믿을 수 없지만, 문제의 민감성 때문에 상대방과의 협상을 서두를 때 유화에 대한 비난은 좀 자제할 필요가 있다.
 
 
이제 국제사회는 유럽과 중동, 그리고 아시아 등 3대 중요 지역에서 복잡하고 위험한 외교 및 안보 정책에 직면할 수 있다.
 
 
이런 상황과 기회에서 중심적인 도전은 상대방을 달래지 않고 직접 협상에 임하는 것이다.
 
 
유화는 선의의 간단한 제스처가 평화를 가져올 것이라는 기대로 상대방에게 일방적으로 양보하는 것을 말한다.
 
 
이것은 두려움과 무력감이나 무슨 일이 있어도 처리해 보겠다는 피상적인 욕망에서 비롯된다.
 
 
반대로, 건전한 외교는 국익과 가치의 깐깐한 평가를 바탕으로 비용과 이익에 무게를 둔다. 그리고 확실한 이익을 얻을 수 있을 때만 양보를 한다.
 
 
하지만 건전한 외교는 변함없이 적과의 거래와 흥정 그리고 협상의 유연성과 의지를 요구한다. 그런데 이것은 유화와는 차별화되는 것이다.
 
 
1938년 뮌헨 회의에서 프랑스 총리 에두아르 달라디에와 영국 총리 네빌 챔벌린이 히틀러의 체코슬로바키아 주데텐란트 합병을 수용한 것은 다음 세대에도 두고두고 유화로 규정짓게 되는 사안이다.
 
 
챔벌린과 달라디에는 히틀러에게 주데텐란트를 줌으로써 히틀러의 공격적 팽창 욕구를 충족시켜 제2차 세계 대전을 막을 수 있을 것으로 희망했다.
 
 
히틀러는 미치광이며, 선천적으로 탐욕적인 인물이었기에 프랑스와 영국은 그들의 양보로 아무것도 얻지 못했으며, 어쨌든 제2차 세계 대전은 벌어졌다.
 
 
하지만 뮌헨 회의의 역사적인 교훈은 독재자에 대한 어떠한 유연성과 양보, 또는 그와의 협상은 실패할 운명이라는 점에 있지 않다.
 
 
진실은 히틀러가 권력 미치광이였다는 것이며, 모든 독재자가 그렇다는 것은 아니다.
 
 
적과 협상하려는 의지는 그 적이 비록 극악무도한 상대라 할지라도 그 협상 행위 자체는 유화가 아니다.
 
 
이와 같은 협상은 효과적인 외교정책엔 중요하다. 역사는 한 때 유화로 낙인찍힌 많은 외교적 돌파의 사례들을 갖고 있다.
 
 
최근의 주요 사례는 레이건 대통령이 중거리 핵 유도탄을 유럽에서 철수키로 한 소련과의 협상이다.
 
 
1995년 보스니아의 피비린내 나는 내전을 종식시킨 미국무차관보 리처드 홀브룩과 유고슬라비아 연방공화국 대통령 슬로보단 밀로세비치의 협상도 그 사례이다.
 
 
어쨌든 이들 사례는 궁극적으로 외교를 통해 국가목표를 성취하고 전쟁을 피한 교훈을 주고 있다.
 
 
적과의 협상을 공개한다는 것은 유화와 동일시되는 것으로서, 국익에 불리하게 작용하게 된다.
 
 
그리고 이것은 1세기 전에 강대국들을 제1차 세계 대전으로 이끈 몽유병 (夢遊病)과 같은 일종의 군사적 논리라 할 수 있다.
 
 
분명한 것은, 모든 협상의 입장이 적절할 수는 없다는 사실이다.
 
 
가치와 이익이나 정치적 원칙을 고려하지 않은 채 평화와 번영을 위해 적에게 양보한다는 것은 자멸을 초래하는 일이다.
 
 
때로는 달성할 수 있는 합의의 조건이라도 분쟁의 비용에 견주어 받아들일 수 없을 때도 있다.
 
 
어떤 때는 상대방이 선의로 협상을 꺼리는 경우도 생긴다.
 
 
이유는 현상 유지로 더 얻을 것이 많다고 믿거나, 유리한 추세가 협상 없이 목표 달성할 수 있다고 생각하기 때문이다.
 
 
이런 경우, 건전한 외교는 불가능하다.
 
 
더욱이, 문명 민주주의는 이따금 실력 행사에 점잔뺀다. 이와 같은 성향은 유화라는 덫에 걸리게 할 수 있다.
 
 
민주적 신용을 공유하지 않은 채 과도한 이상주의와 자신감, 그리고 역할의 힘에 대한 바른 이해의 부족 등은 이와 같은 위험을 배가시킨다.
 
 
강력한 리더십은 유화의 허구성을 두려워하지 않는다.
 
 
강건한 외교력은 국가에 큰 이익을 가져올 때 어떤 양보라도 이를 공개할 수 있다는 것을 의미한다.
