사드 (THAAD)


THAAD
Abstract
 
THAAD, formerly Theater High Altitude Area Defense, is a United States Army anti-ballistic missile system designed to shoot down short, medium, and intermediate ballistic missile in their terminal phase using a hit-to-kill approach.
 
 
THAAD would join the existing U.S. and ROK Patriot missile defenses that are intented primarily to stop short-range Scud missiles of North Korea.
 
 
This weapon system is designed to intercept longer-range missiles like the North Korean NoDong that would be traveling at a much higher speed as they reenter the atmosphere.
 
 
The NoDong could well be the first missiles to carry North Korean nuclear weapons.
 
 
Thus far, the United States has acquired only five THAAD batteries.
 
 
In order to maintain a rotation base in the United States required for training and personnel sustainment. it is difficult to deploy overseas more than one-third of the batteries in peacetime.
 
 
Yet one battery has already been deployed on Guam. Once the sixth THAAD battery is acquired in 2016, a second overseas battery would be available for Korea.
 
 
For many years, China and Russia have viewed the developing U.S. regional missile defense system as aimed at them, and have therefore opposed this system.
 
 
They have refused to recognize the U.S. (allied) need to defend against the very large North Korean missile force despite Pyongyang’s fiery threats of transforming ROK, Japan, and the United States into a “sea of nuclear fire.”
 
 
And they have seriously pressured ROK not to join the U.S.-led missile defense system. China has led this opposition.
 
 
This and other Chinese threats have worried Seoul, because China is Korea’s largest trading partner, carrying on more trade with the South than the United States and Japan combined.
 
 
However, there are several inconsistencies in the Chinese position. Most notably, China often does not practice what it preaches.
 
 
China has also provided no convincing security rationale for its own objections to THAAD system deployment in ROK.
 
 
Some Chinese commentators raise concerns regarding the THAAD radar’s range, which reaches well into China, but this is a modest addition to other observational means already deployed on satellites, aircraft, and ships.
 
 
More broadly, there are logical security arguments for China to favor THAAD deployment to Korea.
 
 
THAAD should enhance deterrence of North Korean provocations, including limited attacks, thereby helping to stop threats to regional instability from North Korea that China does not seek.
 
 
Overall, China’s objections appear to be motivated more by politics than meaningful military security concerns.
 
 
If China’s objections are politically motivated, what political dynamics might be driving its behavior?
 
 
One possible explanation lies in the political relationship between China and North Korea. China has been either unwilling to rein in its ally North Korea’s growing nuclear and offensive missile threats.
 
 
In this context, strong objection to THAAD could be seen as a useful diversionary tactic, drawing attention from China’s failures to meaningfully influence North Korean behavior.
 
 
In conclusion, THAAD deployment could change the dynamic and terms of the debate, leading to greater Chinese pressure on North Korea to curb its nuclear and missile threats.
 
 
Chief among their many arguments should be the danger of allowing the North Korean nuclear weapons program to continue its unfettered growth.

사드 (THAAD, Terminal High Altitude Area Defense), 종말 고고도 지역방어는 종말 비행단계 (대기권 재돌입단계)에 돌입한 적의 대륙간 탄도탄을 고고도에서 파괴 충돌 기술로 공중 요격 파괴하는 미 육군 무기체계이다.
 
 
지금 까지, 미국이 보유하고 있는 사드 포대는 불과 5개뿐이다.
 
 
사드 무기체계는 훈련과 지속적인 인원 확보의 순환 기준을 유지하기 위해 평시 이 무기의 3분의 1 이상의 해외 배치는 어려운 실정이다.
 
 
그런데도 1개 포대는 이미 괌 섬에 배치돼있다. 일단 미국이 여섯 번째 사드 포대를 2016년에 보유하게 되면, 두 번째 해외 포대는 한국 배치가 가능할 것이다.
 
 
따라서 사드의 한국 내 배치가 공식적으로 논의됨에 따라 사드는 정권의 핵무기 위협으로부터 주한미군을 보호하는데 초점을 맞추게 된다.
 
 
<중국과 러시아의 반응>
 
 
몇 년 동안, 중국과 러시아는 미국의 지역 유도탄 방어체계의 개발이 자기들을 겨냥하는 것으로 보기 때문에, 이 사드 시스템을 반대하고 있다.
 
 
중국과 러시아는 한국과 일본 그리고 미국을 핵의 불바다로 만들겠다는 정권의 불타는 위협에도 불구하고, 의 거대한 유도탄 전력에 대비한다는 미국과 동맹국의 필요성을 인정하기를 거부하고 있다.

보도에 따르면 주한 중국대사 추궈훙 (邱國洪)은 사드 배치는 중국과 한국의 양국 관계를 바로 파괴할 것이다.”라고 사드 배치를 위협했다.
 
 
이뿐 아니라, 또 다른 중국의 위협도 한국을 괴롭히고 있다.
 
 
중국은 한국의 가장 큰 무역 상대국이며, 무역량은 미국과 일본을 합친 것 보다 더 크기 때문이다.
 
 
하지만 중국의 입장에는 몇 가지 모순이 있다. 특히, 흔히 말하는 것을 행동으로 옮기지 않는다.
 
 
예를 들면, 최근 남중국해에 S-300과 같은 공중/유도탄 방어시스템을 배치한 것이나 중국 본토의 공격 유도탄 시스템인 DF-21의 계속적인 개발과 배치에는 아무런 설명이 없다.
 
 
중국은 또한 사드 시스템의 한국 배치에 대한 자신의 확실한 안보상 반대의 이론적 근거를 제시하지 않고 있다.

U.S. President’s Visit to Hiroshima
Abstract
 
History remains very much alive in East Asia.
 
 
Millennia of invasions, occupations, and subjugation form the foundation for present-day perceptions.
 
 
The predominant calamity for many in this regard is the 20th century war precipitated by the Japanese attempt to impose a Greater East Asia Co-Prosperity Sphere on its neighbors.
 
 
The second World War, as it was long called, and Japan’s contribution to it still heavily influences impressions of modern day Japan, particularly in Korea and China.
 
 
President Barack Obama will travel to Hiroshima this month, and he will not revisit the decision to use the atomic bomb, instead, he will offer a forward-looking vision focused on shared future.
 
 
Japan’s role in the war still heavily influences Japan’s opinion of itself. For this reason, since 1945, Japan has been the epitome of a peace-loving nation.
 
 
Japanese pacifism has become so ingrained that the United States has even urged its former enemy to assume a larger role in combating regional and global security threats.
 
 
The survey questions asked from 1948 to 2005, 8 times, show that most Americans believe the actions were necessary and proper to drop the atomic bombs were justified.
 
 
Pearl Harbor made clear that isolationism was not a viable way to avoid the dangers of the world.
 
 
Withdrawing from the world and raising the drawbridge did not deter America’s enemies. The same is true today.
 
 
In April 2009, Obama described his commitment to a vision of “a world without nuclear weapons.”
 
 
Obama’s trip will appear to affirm the oft-expressed Japanese view of itself as victim due to its unique status as the only country to have suffered an atomic attack.
 
 
Focusing the visit on the “evils” of nuclear weapons will only contribute to this dynamic.
 
 
The story of Hiroshima is not simply a story about the first use of nuclear weapons.
 
 
The U.S. decision to bomb Hiroshima was not an isolated event but the culmination of an extraordinary brutal war on which hinged no less than the future of the world.
 
 
The horrors wrought by the atomic bomb on Hiroshima cannot be fairly or accurately discussed but in the context of the millions of American and Japanese casualties avoided by the rapid end of the war, which obviated the need for an invasion of Japan.
 
 
Hiroshima reflects the tragedy of aggression and war, not solely of a weapon of war.
 
 
More important than an end to nuclear weapons, Obama should instead call on all nations to band together against totalitarian regimes that seek to expand their control over weaker neighbors.
