(Increasing Accuracy and Flexibility in Nuclear Weapons)

Increasing Accuracy and Flexibility in Nuclear Weapons
Abstract

The B-61 is 3.6-meter-long, 317-kg thermonuclear (hydrogen) bomb that has been a stalwart of the U.S. nuclear weapons arsenal since the 1960s.

Its re-design, which now makes it the B-61-12, has generated even more controversy than nuclear weapons in general.

Hers are three of the sticking points.

First, the cost of refurbishing the U.S. nuclear weapons program. Up to $1 trillion over 30 years.

Second, the B-61-12’s re-design. Is it actually a new weapon or just modernization in accord with the administration’s stated aims to create no new nuclear weapons?

Granted, it doesn’t seem like much in these days of precision-guided munitions and Minuteman ICBM, but one new feature of the B-61-12 is that it can be steered via movable tail fins.

Previously air to surface nuclear bombs, those delivered by fighters and bombers were just dropped.

The B-61-12’s yield, the bomb’s explosive force, can be dialed up or down depending on the target, to minimize collateral damage.

The B-61-12 is a “dial-a-yield,” weapon, which means the explosive power can be tailored to its target.

Experts argue that “the smaller yields and better targeting can make the arms more tempting to use, even to use first, rather than in retaliation.”

Accuracy in nuclear bombs is considered destabilizing to the nuclear balance because it makes the other side think you’re going to zero right in on their weapons in a possible preemptive counterforce strikes.

(To deal with the North Korean Nuclear Issue)

To deal with the North Korean Nuclear Issue
Abstract

Since defecting from Six Party talks on denuclearization in 2008, Pyongyang has pursued nuclear development unchecked by international constraints.

Obama administration has demanded that Pyongyang make a strategic choice to denuclearize and tried to build a regional consensus opposing North Korea’s nuclear efforts, but it has been unable to halt it.

Instead, it designed to force U.S. policy makers to make an undesirable choice: either acquiesce to the reality of a nuclear North Korea or mobilize international support for the destabilization of the North Korean regime.

To stop the North Korean nuclear threat, the U.S. should take three steps.

First, Washington should increase pressure on Pyongyang.

Second, To develop a viable pathway for North Korea to survive and benefit from denuclearization.

Third, The United States should encourage China and Russia to withdraw political support for and increase pressure on Pyongyang until the regime commits to denuclearization.

Since Kim Jong-un came to power in 2012, Kim has used nuclear weapons development, a legacy of his father’s rule, as a pillar of the regime’s national strategy.

Although nuclear use would likely result in massive retaliation and the end of the regime, it complicates allied planning for conventional war, and raises potential doubts about the credibility of U.S. extended deterrence commitments.

Most worrisome is that North Korea has pursued a policy of diplomatic self-isolation while ramping up vituperative accusations and threats of preemption toward its neighbors, including U.S. ally ROK.

The absence of communication channels with Kim raises the risk of North Korean miscalculation or false assumptions regarding the likely international response to North Korea.s nuclear pursuits.

To address the risk, a coordinated international effort should demonstrate. The United States should take following measures to achieve this objective.

1. Obama administration shouls apply increased political and economic pressure on North Korea.

2. Expand sanctions to target businesses and banks that refuse to cease cooperation with N orth Korea.

3. Should also remind North Korea that military provocations risk escalation that could lead to the regime’s demise.

4. Presidents Obama and Park should leverage an emerging debate within Chinese government about North Korea’s strategic value.

5. And should n ote that Korean reunification would allow for the reduction in the overall number of U.S. troops on the Korean Peninsula.

6. In return for Chinese cooperation, the United States should respond to China’s long-standing calls for resumption of North Korea-focused diplomacy to develop detailed measures to peacefully pursue a transformation of the North Korean regime.

7. The parties should recognize that forcible regime change would be the only remaining means to achieve denuclearization.

8. The purpose of this process would be twofold, to establish a coordination mechanism, and also to induce a policy debate among North Korean leaders regarding the value of its nuclear program.

9. The United States and ROK should strengthen deterrence against North Korean military provocations at the DMZ and the NLL by coming up with a detailed escalation ladder comprising tailored responses to match different types and levels of provocations.

A U.S. strategy designed to induce debates within the North Korean leadership over its current course represents possibly the last chance to redirect a self isolated North Korea toward peaceful coexistence.
