China Takes Responsibility for North Korea
Abstract
The first step in thinking a problem is to ask whether it's a problem at all.
Murderous doughboy Kim Jong-un will never give up his nuclear toys.
The one true lesson of the last half-century of geopolitics is that the only way ambitious criminal regimes can protect themselves from outside threats is to have a nuclear deterrent.
Some advocates of "strategic patience" argue that to accept a nuclear-armed North Korea and rely on the time-tested policy of nuclear deterrence.
It's not a bad argument, but it has problems. They take regime change off the table forever, hence North Korea's primary demand: permanent recognition of the illegitimate regime's legitimacy.
Nukes also provide all manner of maneuvering room. Iran and another country with a horrible government, wants a nuclear arsenal very badly.
Iran wants to be a regional hegemon able to meddle far beyond its own borders. Having nukes makes that much easier because it raises the stakes of any military confrontation.
North Korea's existence depends on keeping the population ignorant of just how terrible they have it compared with nearly every other country in the world.
North Korea makes much of its money through counterfeiting, sex and drug trafficking, and numerous other schemes.
Among its biggest profit centers is extortion from the international community. For 25 years it has been taking bribes to delay its nuclear program. And, obviously, the regime lied very time.
North Korea has also exported nuclear and missile technology to rogue nations such as Iran and Syria.
A conventional war would be over relatively quickly, as long as China stayed out of it, but not quickly enough to prevent the destruction of ROK's capital and the deaths of millions of people.
Another widely discussed solution would be to induce China to overthrow the regime and install a puppet government.
China could probably do it relatively easily. But there are problems with this, too.
China would demand a high price: total removal of American forces in ROK and tacit acknowledgement that China is the hegemon of the region.
Such a grand bargain would effectively transfer America's dominance to China.
So, the first thing is to recognize that there are no good solutions.
But perhaps the least bad option would be to openly declare that America already considers the North Korean regime to be China's puppet.
And that North Korean misdeeds are really Chinese misdeeds.
That would come at a price, too. But it would incentivize China either to rein in the North Korean regime or, eventually, get rid of it.

北정권에 대한 중국의 책임 문제를 생각하는 첫 단계는 그것이 문제가 되는지 전혀 묻지 않는 것이다

이 논리에서 중요한 것은, 정권 교체는 영구히 포기하게 되는 것이며, 따라서 北정권의 기본적인 요구인 불법 정권의 합법성을 영구히 인정을 하게 되는 것이다.
핵무기는 또한 모든 방식의 기동 공간을 제공한다. 예를 들면, 이란이나 다른 불량 정권들은 몹시 핵무기를 바라고 있다.
이스라엘인들의 걱정은 이해할 만하 이유가 있다. 이란은 언젠가 이스라엘에 대해 핵무기를 사용할 수 있기 때문이다.
이란은 국경 너머까지 간섭할 수 있는 지역 패권 국가이길 원한다. 핵무기를 갖고 있으면 모든 군사 대치 상황을 일으키기 때문에 이 일은훨씬 쉬어진다.
北정권은 영토의 야망을 갖고 있지 않으며, 세계의 다른 나라들과의 상호 작용에도 별 관심을 갖지 않는다.
北정권의 존재는 주민들이 전 세계의 모든 다른 나라들과 비교할 때 얼마나 끔찍한지 알지 못하게 하는 것에 달려있다.
이런 北정권은 범죄 행위를 저지르는 군주국으로서 잘 알려져 있다.
그들은 화폐위조와 성매매, 마약 밀매, 그리고 수많은 다른 책략으로 많은 돈을 번다.
가장 큰 이익 가운데 하나는 “국제 사회”로부터의 강탈이다. 지난 25년 동안 北정권은 핵 프로그램을 지연시키기 위해 뇌물을 받아왔다.
그리고 당연히 北정권은 매번 거짓말을 했다.
北정권은 또한 핵과 유도탄 기술을 이란과 시리아 같은 불량 국가에 수출했다.
누가 김 정은이 그의 비즈니스 모델을 버릴 것이라고 정말로 생각하겠는가?
쉬운 일이라면, 가장 현명한 방책은 北정권의 목을 자르는 것이다. 하지만 그것은 결코 쉬운 일이 아니다.
재래식 전쟁은 중국이 개입하지 않는 한 비교적 빨리 끝날 수 있다.
하지만 한국의 수도 서울의 파괴와 수백 만 명의 사람들의 죽음은 빠른 시일 내에 막을 수 없다.
또 널리 논의된 다른 해결책은 중국이 北정권을 전복시키고 괴뢰정부를 설치하도록 유도하는 것이다.
중국은 아마도 상대적으로 쉽게 그것을 할 수 있을 것이다. 중국은 이미 많은 수의 北정권 장성급 인사들을 포섭하고 있다.
그러나 여기에도 문제가 있다. 중국은 이에 대한 높은 대가를 요구할 수 있다.
주한미군의 완전 철수와 중국이 동아시아 지역의 논의의 여지가 없는 패권주의 자임을 암묵적으로 인정하기를 요구할 것이다.
이런 대타협은 미국의 패권을 사실상 중국으로 돌린다는 말이 된다.
백악관이 그런 거래를 어떻게 했는지에 상관없이, 세계 지도자들은 미국이 중국과 손을 맞잡았다고 추측할 것이다.
한국 정치에 대한 영향은 결코 일본을 염두에 두지 않고 혼란스러울 것이며 좋은 해결책이 없다는 것을 인식하는 것이다.
가장 나쁜 옵션은 미국으로서는 이미 北정권이 중국의 괴뢰이고, 北정권의 악행은 사실상 중국의 악행이라는 것을 공개적으로 선언해야한다.
이것은 분명히 대가가 따를 것이다. 하지만 중국이 北정권을 장악하거나, 결국 北정권을 없앨 수도 있다는 것은 중요한 의미를 갖는다.
