(Downsizing but Modernizing Global Nuclear Weapons)

Downsizing but Modernizing Global Nuclear Weapons
Abstract

June 13 2016, The Stockholm International Peace Research Institute (SIPRI) launches its annual nuclear forces data, which highlights the current trends and development in world nuclear arsenals.

The data shows that the overall number of nuclear weapons in the world continues to decline, none of the nuclear weapon- possessing states are prepared to give up their nuclear arsenals for the foreseeable future.

At the start of 2016 nine states-the United States, Russia, the United Kingdom, France, China, India, Pakistan, Israel and North Korea-possessed approximately 4,120 operationally deployed nuclear weapons.

If all nuclear warheads are counted, these states together possessed a total of approximately 15,395 nuclear weapons compared with 15,850 in early 2015.

Nuclear weapon reductions remain slow, while investment levels rise.

The decrease in the overall number of nuclear weapons in the world is due mainly to Russia and the USA-which together still account for more than 93% of all nuclear weapons-further reducing their inventories of strategic nuclear weapons.

However, despite the implementation of the bilateral Treaty on Measures for the Further Reduction and Limitation of Strategic Offensive Arms (New START) since 2011, the pace of their reductions remains slow.

At the same time, both Russia and the USA have extensive and expensive nuclear modernization programmes under way.

The USA plans to spend $348 billion during 2015-24 on maintaining and comprehensively updating its nuclear forces.

Some estimates suggest that the USA’s nuclear weapon modernization programme may cost up to $1 trillion over the next 30 years.

The ambitious US modernization plan presented by the Obama Administration is in stark contrast to President Barack Obama’s pledge to reduce the number of nuclear weapons and the role they play in US national security strategy.

Despite the ongoing reduction in the number of weapons, the prospects for genuine progress towards nuclear disarmament remain gloomy.

All the nuclear weapon-possessing states continue to prioritize nuclear deterrence as the cornerstone of their national security strategies.

(The Emerging Pragmatic Theory)

The Emerging Pragmatic Theory
Abstract

President Lee Myung-bak was pragmatic and saw both North Korean policy and unification policy in pragmatic terms.

What emerged during this period was a pushing back against a decade of views on unification, not with new information per se, but with political will.

The new theory of unification was a pragmatic one tied to Lee’s own personal convictions: that is, unification may be expensive, it may be difficult, and it may be dangerous.

But Koreans cannot blindly stick their heads in the sand and hope the problems will go away.

Instead, as traumatic as unification may be, it could very well come tomorrow or next month, so it was necessary to prepare for the process.

This policy shift was likely informed not only by President Lee’s own pragmatic leadership style but also by events unfolding in North Korea.

Despite the existence of the 1994 US-North Korea Agreed Framework, the Six Party Talks September 19 Joint Statement on Denuclearization, and the February 2007 verification agreement, North Korea continued to develop nuclear weapons.

The North Korea conducted nuclear weapons tests in 2006, 2009, 2013, and 2016 as well as additional ballistic missile tests, which added to fears about North Korea’s security threat to the region.

The attitudes and policy toward North Korea of Republic of Korea also hardened considerably after the sinking of the Cheonan and the shelling of Yeonpyeong Island by North Korea in 2010.

Meanwhile, Kim Jong-il’s eventual death in 2011, led many to predict that the North Korean regime was again on the verge of collapse.

It began to call for the necessity of contingency planning to deal with the possibility of a North Korean regime collapse due to the threat posed by North Korea’s nuclear weapons program and the growing instability of the Kim family regime.

The emerging pragmatic theory of unification was informed by limited, but new, research on realistic scenario for regime collapse as well as the study of long-term pathways to peaceful unification.

But most of the information about unification remained at the political level, this time focused on educating the domestic public about unification.

The political objective was to reverse one decade of non-thinking about unification. But once again, the discourse on unification remained political more than positivist.

(Donald Trump and the Korea, US, Japan Relations)

Donald Trump and the Korea-US-Japan Relations
Abstract

As the world watches the U.S. presidential election with bewilderment and unease, America’s allies in Asia are particularly concerned about the possibility of U.S. disengagement from the region.

In Korea and Japan, the rise of Donald Trump, along with inward-looking rhetoric from others across the U.S. political spectrum, has been seen as an indication of a broader shift in public sentiment.

The two allies fear that many Americans believe that withdrawal from international alliances and institutions can, to use Trump’s formulation, “make America great again.”

Isolationism and protectionism took a firm hold on U.S. politics during the primaries.

Trump declared that “America First” would be the overriding theme of his administration, and Asia-Pacific doesn’t appear to register in his world view at all.

While Trump is right to question whether many U.S. allies are essentially free-riders, this can’t be said of either Japan or ROK.

Japan pays about $4.5 billion a year in base-related expenses, while ROK contributes about $870 million-75 percent and 40 percent of the total cost, respectively.

For the United States, it is cheaper to station troops in these Asian nations than it would be to house them at home.

Equally important, these two allies are major markets for U.S. arms exports.

According to the Stockholm International Peace Research Institute, from 2014 to 2015, Japan imported $741 million and ROK $470 million worth of arms from the United States.

Absent partnerships with Japan and ROK, not to mention Australia, the United States would have no real presence across the Asia-Pacific.

In such an instance, China would quickly move to fill the vacuum and establish its own Sino-centric order.

Both Japan and ROK have been exemplary partners in the fight against nuclear proliferation.

Indeed, while Trump has suggested that, Tokyo and Seoul should consider their own nuclear options in the face of a nuclearized North Korea, the best way to counter Pyongyang is through robust alliances with the United States, including an ironclad nuclear umbrella.

We don’t really know how Trump would approach Asia in the White House.

As president, Trump says unpredictability would be his secret weapon-rather than telling allies and adversaries what the United States would do in a given situation, he hopes to gain the upper hand by keeping them guessing.

The Obama administration has demonstrated that credibility need not be purchased through force; it can come from articulating clear strategies that give other nations confidence the United States will follow through.

Even if Trump loses in November, Japan and ROK must wake to the negative long-term impact that his campaign could have on America’s politics.

History offers a lesson as to what their response should be.

After the Vietnam War ended in 1975, then-presidential-candidate Jimmy Carter called for a total pullout of U.S. troops from the Korean Peninsula.

Acknowledging a shared fear of U.S. disengagement from the region, and despite rocky relations in the years prior to the proposal, Japan and ROK cooperated on opposing the plan, and their joint efforts were successful.

As the linchpin of the U.S. alliance in the Asia-Pacific, Japan and ROK will need to work together to convince policymakers in the United States that an America First policy would result only in what Trump might call a “tremendous” loss-for the United States, its closest allies and the world.
