North Korea's Views at US-ROK War games
Abstract:
The names of US-ROK war games staged over the years don't sound all that threatening: Team Spirit, Ulchi Focus Lens, Key Resolve, Foal Eagle.
 
But whatever they're called, the annual show of force is guaranteed to get a rise out of North Korea.
 
Two decades ago, Kim Il-Sung, reportedly shook with rage while talking about drills with a visiting US congressman.
 
This year's drills, however, are unusual in the level of fury they've inspired from the North-it has threatened nuclear war-and in the tougher than -usual US response that some call a case of the U. S. overplaying its hand.
 
In late March, two nuclear-capable B-2s stealth bombers took off from their Missouri base and flew more than 10,461km to drop dummy munitions on an uninhabited Korean peninsula island before returning home.
 
For North Korea, that has long been spooked by its bloody history with the world's premier nuclear superpower, these week-long springtime assembles of thousands of allied troops and their jets, ships and submarines are clear proof that the U. S. and ROK have Pyongyang in its crosshairs.
 
Year after year, the allies call the exercises defensive and routine. And year after year, North Korea predicts they're preparations for an invasion aimed at overthrowing its leadership.
 
 
Washington made the unusual announcement that the drills would include appearances by both the B-2s and B-52s, the nuclear-capable bombers that have a long and-from the North's perspective-menacing history on the Korean peninsula.
 
The US-ROK drills are meant to deter North Korea from an attack like the one that started the Korean War in 1950.
 
And both sides conduct military drills because they're the best way to prepare for war, short of actual fighting.
 
Also, skillfully done drills can serve as a show of force to extract concessions from adversaries without having to resort to direct military intervention.
 
North Korea knows that its threats won't make the allies end their drills. Instead, it's largely an excuse to build tensions, mostly for an aid-maximizing strategy aimed at scaring donors into providing food and money.
 
 
 
 
한, 미 양국이 수년간 실시해 오고 있는 군사연습에는 Team Spirit, Ulchi Focus Lens, Key Resolve, Foal Eagle 등이 있다.
 
그러나 군사연습을 무어라 부르든, 이 연례의 무력시위는 틀림없이 北의 약을 올리고 있다.
 
소문에 의하면, 20년 전 김일성은 방북 중인 미국 하원 의원과 군사연습에 관해 이야기하면서 크게 분노했다는 이야기가 있다.
 
올해의 연습은 北의 핵전쟁 위협으로 미국의 대응이 지나칠 정도로 평소와는 다른 특이한 면을 보였다.
 
3월 하순에는 세계의 불가사의 전력으로 불리는 핵능력의 두 대의 B-2폭격기가 미주리 주 본토기지에서 출격하여 10,461km를 날아와 한반도 남쪽의 한 무인도에 모의탄을 투하하고 돌아갔다.
 
이에 대하여 北은 어김없이 악랄한 전쟁연습이라는 험한 반응을 보였다. 北의 독재정권은 세계의 핵 최강국인 미국과의 오랜 피 묻은 역사 때문에 항상 불안을 느끼고 있다.
 
이번 봄철 연습에 동원된 수천 명의 한, 미연합군 부대와 위용을 들어낸 전폭기, 선박 그리고 잠수함 등 막강한 핵전력은 누가 보아도 미국과 한국이 北정권을 정조준 하고 있는 명확한 증거가 아닐 수 없다.
 
그리고 한반도 내 미군의 화력의 상징과 같은 오산공군기지에서는 최신 장비의 행진 전시가 있었으며, 여기에는 High-low전술에 의한 다목적 전투기인 파이팅 팰콘 (Fighting Falcon)F-16과 지상군 근접지원 제트기 A-10, 헬기, C-130수송기도 나왔다.
 
 
해마다, 한, 미 양국은 이 연습을 방어적인 정기적 훈련이라고 강조하지만, 평양은 정권 전복을 겨냥한 침공 준비라고 맞선다.
 
특히 금년의 Foal Eagle연습에는 유난히 적개심을 보였다.
 
미국은 이 연습에 이례적으로 B-2와 B-52 핵 폭격기도 참가한다는 발표를 했다. 이 핵 폭격기는 北으로서는 한반도에서의 오랜 위협의 역사를 갖고 있다.
 
이에 대하여 미국 태평양사령부 (USPACOM)태평양공군 (PACAF)사령관 Herbert J. "Hawk" Carlisle 대장은 B-2를 언급하면서, “이것은 北에 보내는 명확한 메시지.”라고 말 했다.
 
北은 주목할 만한 그들의 일련의 폭력적인 위협을 발표하면서, 태평양의 미국 표적과 미국 본토 그리고 한국에 대한 유도탄 공격을 강도 높게 경고해 왔다.
 
北의 이런 위협을 뒷받침할 핵과 유도탄 능력은 객관적으로 아직 부족한 것으로 보이지만, 한반도에서 자주 발생하는 국지적 분쟁은 불길한 확전 (擴戰)의 위험도 내포할 수 있다.
 
군사전문가들은 미국의 이 조용한 합동군사훈련 접근은 北에게 더 이상 “혼돈 (混沌)”을 가까이 하지 말라는 경고를 보낸 것이며, 동시에 동맹국 한국에게는 B-2 및 B-52 핵 폭격기 비행으로 대북위협 상징성을 더 높여 안보 공약을 다짐한 것으로 해석한다.
 
미국은 기자들의 군사연습 접근을 차단하고 고조된 긴장 속에서 대륙간탄도탄 (ICBM)시험도 늦췄다.
 
한, 미 양국이 합동 군사연습을 수행하는 것은 실제전투를 하지 않고도 전쟁을 대비하는 최선의 방법이기 때문이다.
이 한, 미 양국의 훈련은 1950년 6.25전쟁을 발발시킨 것과 같은 北의 공격을 억지하는 것을 의미한다.
 
하지만 여기에는 강력한 정치적인 요소도 포함되고 있다. 
 
슬기롭게 수행된 군사연습은 직접적인 무력 사용에 의존하지 않고도 상대방의 양보를 이끌어내는 힘의 과시의 역할을 할 수 있다.
 
가장 대규모의 군사연습인 Team Spirit는 1976년부터 1993년까지 실시되었으며, 1980년대 말에 200,000 명 이상의 병력이 동원되면서 절정에 달했다.
 
北은 이 연습을 싫어했다. 그리고 1976년 미군과의 충돌 전에 긴장을 조성했으며, 그 해 가을, 비무장지대 내 포플러 나무 가지 치는 미군 2명을 도끼로 살해했다.
 
北은 1980년대부터 Team Spirit연습이 실시되면 군인과 주민들에게 전시체제 돌입을 명령했다.
 
이것은 가난한 北이 이 훈련에 대비하여 부대와 장비를 움직이면서 귀중한 자원을 소비하는 비싼 대가를 지불했음을 입증했다.
 
오늘날 김 정은체제하의 北의 의도를 읽기는 더 어려워졌다. 
 
요즘 北의 수사 (修辭)는 외교적으로 원조를 얻어 낼 국면 전환 전에 두려움을 고조시키는 순환패턴을 맞추는 것으로 보인다.
 
그러나 北은 그들의 위협으로 한, 미 양국의 군사연습을 중단시키지 못한다는 것을 알고 있다.

Abstract:

President Park Geun-hye's proposal to North Korea for a dialogue was in line with Park administration's "Korean Peninsula trust process," a set of guidelines directing Park's North Korea policies.
 

It appears that President Park has turned around from Park's previous hard-line stance since Park has proposed a dialogue to follow the administration's policy guideline of building the "Korean Peninsula trust process."
 

According to this policy framework, if North Korea makes the right choice, such as abandoning its nuclear ambition, Republic of Korea would reciprocate by giving humanitarian assistance and starting low-level inter-Korean economic cooperation projects.
 

If the peace process proceeds further, Republic of Korea is even willing to direct large-scale infrastructure projects and provide ample assistance to North Korea.
 

The Korean Peninsula trust process is deemed to be substantially more flexible than that of the previous administration's North Korea policy based on strict reciprocity, and thus gives rise to hope-filled anticipation of renewed inter-Korean exchanges and cooperation, which all but ended during the Lee Myung-bak administration.
 

Despite the grave situation the country faced, Park said thyat she would keep open the possibility of dialogue.
 

It is far to say that Park has maintained stability by keeping the basis of policy toward the North separate from firm responses grounded in national security.
 

Also playing a role in this is the priority Park has placed on working close with China.
 
 

박 근혜 정부가 주창하는 한반도 신뢰프로세스는 남북관계의 진전을 위해 확고한 대북억지력을 바탕으로 남북대화와 교류협력을 병행하면서 신뢰와 균형을 중심으로 추진해 나간다는 전략이다.
 

이 전략을 추진하기 위해서는 北정권을 설득할 수 있는 다양한 방책과 대안이 뒷받침되어야한다.
 

특히 김정은 체제는 공식 출범하여 이제 겨우 1년이 지나면서 불완전한 안정을 유지하고 있다.
 

北은 2012년 4월 4차 당대표자회와 최고인민회의 12기 5차 회의에서 김정은을 당 영도체계 (제1비서)와 국가영도체계 (국방위원회 제1위원장)의 영도자로 옹립함으로써 김정은의 제도적 리더십을 확립했다.
 

김정은의 인격적 핸디캡을 보완하고 제도적 리더십을 강화하기위한 다양한 노력도 기울였다. 동시에 당과 국가체계 복원을 완수하기위한 조처도 취했다. 
 

리영호 전 총참모장의 숙청은 군 내부의 체제위해 요인을 제거하고 군에 대한 당적 통제를 본격화하는 계기가 되었다고 볼 수 있다.
 

먼저 김정은 개인의 리더십은 다소 불완전하다. 김일성과 김정일과는 달리 김정은의 정책조정능력은 문제시 될 수 있다.
 

최근 北이 구사해 온 강경일변도 대외, 대남정책에서 출구가 보이지 않는다는 점을 지적하고 있다.
 

예를 들면, 1993년 초 北이 NPT탈퇴와 준전시 상태 선포와 같은 초강경 조치들을 취하면서도 동시에 미국과의 대화채널을 가동하는 등 출구전략을 모색하였다.
 

즉 강경드라이브 카드와 출구전략 카드를 모두 갖고 정책조정능력을 갖추고 있었기에 가능했던 것이다.
 

北은 특정 외교안보현안이 발생하면 군부와 외교부, 당 국제부가 각각 최고지도자에게 제의서를 올리고 김일성, 김정일은 이를 종합하여 최선의 대책을 강구하는 정책조정능력을 발휘하는 절차를 따랐다.
 

반면, 종합능력이 미약한 김정은은 출구전략을 고려하지 않는 군부의 강경드라이브 일변도의 유혹에 빠질 수 있다.
 

이러한 난맥상은 단순히 외교안보정책에만 국한되는 것이 아니고 국정 전반에 걸쳐 나타날 수 있다.
 

다행히 김 정은체제는 김경희, 장성택, 최룡해와 같은 핵심 권력엘리트들이 역할을 분담하면서 현재까지는 김정은의 불완전한 리더십을 잘 보완하고 있다.
 

김경희는 이른바 北이 말하는 백두혈통으로 자타가 인정하는 김정은의 최고 정치적 후견인이다. 김정일이 물려준 통치자금도 관리하고 있는 것으로 알려져 있다.
 

오래 전부터 건강이상설이 나돌고 있으며, 오랫동안 맡아오던 당 경공업 부장직에서 물러났다.
 

장성택은 확실한 실세 중의 실세다. 김정은 체제가 당면한 핵심 국가목표들이 장성택의 지휘 하에 추진되고 있다.
 

당 행정부장으로써 국가보위와 사회 안정을 책임지는 공안기구들을 당적으로 지도하고 있다. 또한 중국과의 경제협력을 책임지고 있다.
 

최룡해는 당 중앙위원회 정치국 상무위원, 당 중앙군사위원회 부위원장, 조선인민군 총정치국장으로 명실상부한 군부의 2인자로서 김정은의 군 장악을 지원하고 있다.
 

최룡해는 전통적인 당료출신으로 장성택과 합세하여 리영호 총참모장 숙청을 주도한 인물이다.


그동안 남북관계가 오랜 시간 정체되고 상호불신이 깊어 남북관계의 구조적 개선을 위한 정책 추진 없이 새로운 변화를 기대한다는 것은 어려운 일이다.
 

일시적이고 부분적인 강경 또는 유연한 조치로는 관계의 진전에는 한계가 따를 수밖에 없다.
 

남북 간의 신뢰를 바탕으로 대화 협력을 통해 남북관계의 본질적인 쟁점 등이 해소되어야 실질적인 남북관계 정상화 및 진전이 가능할 것이다. 
 

그러므로 한반도 신뢰프로세스의 구체적인 내용들을 마련해 일관성과 인내심을 갖고 단계적으로 추진해 나가면서 정책의 진정성이 인지될 때, 핵문제 해결의 시발점으로서도 효과가 나타날 수 있을 것이다.
 

남북 상호간의 신뢰형성은 과정이 필요하며, 장기적인 안목을 갖고 지속적으로 추진하는 것이 중요하다.
 

남북관계의 축이 정상적으로 확고히 서게 되면 미국과 중국도 한반도 상황 개입으로 인한 대립과 갈등도 없어질 수 있다.
 

한반도 신뢰프로세스가 성과를 내기 위해서는 무엇보다 우리 스스로 능동적으로 대화와 협력 공간을 조성하여 한반도 정세를 이끌어 가는 것이 진취성이 중요하다.
 

한반도 신뢰프로세스의 효과적인 가동을 위해서는 지난 정부들의 남북 간 대립과 불신의 원인이 되었던 모든 현안들을 회담에 상정하여 허심탄회하게 논의할 필요가 있다.
 

이것은 향후 남북관계 진전의 방향을 정립하고 신뢰를 조성하는데 반드시 필요한 조건이다. 이런 과정이 없으면 상호신뢰를 회복하는데 한계를 가질 수밖에 없다.
 

국가안보는 도발을 저지하고 억지하는 군사적 대비도 중요하지만, 도발을 예방하기 위해 남북 간의 갈등과 불신을 해소하는 근본적인 접근도 동시에 이루어져야 한다.
 

한반도 신뢰프로세스가 균형을 중시한다고 해도 긴장 고조와 위기 국면에서는 제약이 따를 수밖에 없기 때문이다.

President Park Geun-hye spoke at a joint session of Congress on May 8, 2013. And discussed U. S.-Korean collaboration regarding regional security and economic initiatives.
 

President Park:
 
Speaker Boehner, Vice President Biden, distinguished Members of the House and the Senate, ladies and gentlemen, I am privileged to stand in this Chamber-this hallowed ground of freedom and democracy-to speak about our friendship and our future together.
 

After I arrived in Washington the day before yesterday, I went to the Korean War Memorial near the banks of the Potomac, I read the words etched in granite:
 
 
"Our nation honors her sons and daughters, who answered the call to defend a country they never knew and a people they never met." Time and again, I am moved when I read those familiar words.
 

Let me express-on behalf of the people of the Republic of Korea-our profound gratitude to America's veterans.
 
 
Their blood, sweat and tears helped safeguard freedom and democracy.
 

I also offer my heartful appreciation to four men in particular. They served in that war and now serve in this Chamber. Their names are Congressmen John Conyers, Charles Rangel, Sam Johnson and Howard Coble. Gentlemen, my country thanks you.
 

When the guns fell silent in the summer of 1953, Koreans were surviving on $67 a year. Six decades later, Korea is one of the top five car producers and the eighth-largest trading nation. Some call this the "Miracle on the Han River."
 

But for those of us in Korea, it was anything but a miracle. And it wasn't just built from within. Koreans worked tirelessly in the mines of Germany, in the jungles of Vietnam, and in the deserts of the Middle East. 
 

These are the people-the proud Korean people-I am so honored to serve as President. They are the ones that made Korea what it is today. Together, we will write a sequel to that story: "A Second Miracle on the Han River."
 

This time, it will be written with a revived economy, with a people that are happy, with a flourishing culture, and on a pathway to a reunified Peninsula. These are the four tenets that guide my government.
 

We also know that we didn't come this far on our own. Along our journey we have been aided by great friend, and among them the United States is second to none. America, I thank you for your friendship. 
 

If the past is anything to go by, our new journey will also be filled with excitement. This year, we honor the 60th anniversary of our alliance. And today, I would like to acknowledge one iconic family that captures those 60 years. 
 

It is the family of Lieutenant Colonel David Morgan. Colonel Morgan's grandfather, the late Warren Morgan, fought in the Korean War. 
 

The senior Morgan was a commander in the U.S. Naval Reserve. His father, John Morgan, also served in the Korean War. He was a battery commander of the 213th Field Artillery. Colonel Morgan himself has served two tours in Korea in 1992 and 2005.
 

The Morgan family is s living testimony to our 60 years together-three generations of Americans helping to safeguard Korea.
 
 
That family is here with us today. As President of a grateful nation, I salute the Morgan family and the commitment and friendship of American people.
 

Looking forward, our precious alliance is setting its sights on a better world-a brighter future.
 

Bound by trust, guided by shared values, we are cooperating across and beyond our own boundaries. Korea has stood by the United States in Iraq and Afghanistan.
 

Together, we supported peace-building and reconstruction in those nations. Following the Washington Conference in 2010, Seoul hosted the second Nuclear Security Summit last year.
 

There we reaffirmed our commitment to the vision of "a world without nuclear weapons." A world without nuclear weapons-President Obama's vision-must start on the Korean Peninsula. 
 

For the Peninsula is home to the only divided nation-state and directly faces the threat of nuclear weapons. It is an ideal test bed for a future free of nuclear arms. 
 

If we can pull it off on the Korean Peninsula, then we can pull it off anywhere else. Korea has been pursuing the peaceful use of nuclear energy. 
 

It is also firmly committed to the principle of nonproliferation. Korea and the United States are partnering to build reactors in third countries. 
 

In this regard, we need a modernized, mutually beneficial successor to our existing civil nuclear agreement. Such an accord will bring huge benefits to related industries in both our countries.
 

Our partnership also extends to development assistance. The United States and Korea send the largest numbers of aid volunteers abroad. We will work side by side to help lower-income countries. 
 

In 2011, our aid agencies signed a document that facilitates these efforts. And Korea's aid agency will soon be signing another with the U. S. Peace Corps.
 

In March of last year, the Korea-U. S. Free Trade Agreement went into effect. The agreement adds an economic pillar to our alliance. It has moved us closer to a comprehensive strategic alliance. 
 

We can do even more. If the bill on visa quotas for Korean professionals is passed in this Congress, both our economies will benefit, for it would help create many more jobs. It would show our people what the FTA can do for them.
 

I ask Congress for its understanding-for its support. Our FTA also connects East Asia and North America and provides a key platform for building a common Asia-Pacific market.
 

The agreement also helps underpin Washington's rebalancing toward the region. Collectively, these developments paint a forward-leaning alliance. They point to a 21st century partnership that is both comprehensive and strategic.
 

Ladies and gentlemen, That is our present, the foundation on which we stand. I now wish to share my vision of "our future together"-a future that we will build together as partners.
 

Following our meeting yesterday, President Obama and I adopted a joint declaration. 
 

Building on the extraordinary accomplishments of the last 60 years, we determined to embark on another shared journey toward peace on the Korean Peninsula, toward cooperation in Northeast Asia, and, finally, toward prosperity around the world.
 

It is my hope that as we make this journey, our partnership will be guided by a three-part vision.
 

The first is to lay the groundwork for peace on the Korean
Peninsula and over time for reunification. 
 

That future, I know, feels distant today. North Korea continues to issue threats and provocations firing long-range missiles, staging nuclear tests that undermine peace on the Peninsula and far beyond it. 
 

The Korean Government is reacting resolutely but calmly. We are maintaining the highest level of readiness. We are strengthening our cooperation with the U .S. and other international partners.
 

Korea's economy and financial markets remain stable. Companies-both domestic and foreign-see this, and are expanding their investments. 
 

Korea's economic fundamentals are strong. Its government is equal to the task. And it is backed by the might of our alliance. 
 

So long as this continues, you may rest assured: no North Korean provocation can succeed.
 

I will remain steadfast in pushing forward a process of trust-building on the Korean Peninsula. I am confident that trust is the path to peace, the path to a Korea that is whole again. 
 

The Republic of Korea will never accept a nuclear-armed North Korea. Pyongyang's provocations will be met decisively.
 

At the same time, I will not link humanitarian aid provided to the North Korean people, such as infants and young children, to the political situation.
 

And with the trust that gradually builds up, through exchange, through cooperation, we will cement the grounds for durable peace and, eventually, peaceful reunification.
 

But as we say in Korea, it takes two hands to clap. Trust is not something that can be imposed on another. The pattern is all too familiar-and badly misguided.
 

North Korea provokes a crisis. The international community imposes a certain period of sanctions. Later, it tries to patch things up by offering concessions and rewards.
 

Meanwhile, Pyongyang uses that time to advance its nuclear capabilities. And uncertainty prevails. It is time to put an end to this vicious cycle.
 

Pyongyang is pursuing two goals at once-a nuclear arsenal and economic development. We know these are incompatible. You can not have your cake and eat it, too.
 

The leadership in Pyongyang must make no mistake. Security does not come from nuclear weapons. Security comes when the lives of its people are improved.
 

It comes when people are free to pursue their happiness. North Korea must make the right choice. It must walk the path to becoming a responsible member in the community of nations.
 

In order to induce North Korea to make that choice, the international community must speak with one voice. Its message must be clear and consistent. 
 

Only then will we see real progress in inter-Korean relations. Only then will lasting peace be brought to the Korean Peninsula and Northeast Asia.
 

Sixty years ago, a stretch of earth bisecting the Korean Peninsula was cleared of arms. Today, that demilitarized zone drawn to prevent armed collision is the most militarized place on the planet.
 

And the standoff around the DMZ has the potential to endanger global peace. We must defuse that danger. Not just South and North Korea. The world must also get involved.
 

The demilitarized zone must live up to its name. a zone that strengthen the peace, not undermines it. It is with this vision in mind that I hope to work toward an international park inside the DMZ.
 

It will be a park that sends a message of peace to all of humanity. This could be pursued in parallel with my trust-building process.
 

There, I believe we can start to grow peace-to grow trust. It would be a zone of peace, bringing together not just Koreans separated by a military line, but also the citizens of the world.
 

I call on America and the global community to join us in seeking the promise of a new day.
 

Honorable Members of Congress, the second leg of our journey extends beyond the Korean Peninsula to all of Northeast Asia, where we must build a mechanism of peace and cooperation.
 

Sadly, today, the nations of this region fail to fulfill all that wecan achieve collectively. That potential is tremendous. The region's economies are gaining ever greater clout and becoming more and more interlinked.
 

Yet differences stemming from history are widening. It has been said that those who are blind to the past cannot see the future. This is obviously a problem for the here and now.
 

But the larger issue is about tomorrow. For where there is failure to acknowledge honestly what happened yesterday, there can be no tomorrow.
 

Asia suffers from what I call "Asia's paradox": the disconnect between growing economic interdependence, on the one hand, and backward political, security cooperation on the other.
 

How we manage the paradox-this will determine the shape of a new order in Asia. Together, we must meet these challenges. And so I propose an initiative for peace and cooperation in Northeast Asia.
 

We cannot afford to put off a multilateral dialogue process in Northeast Asia. Together, the United States and other Northeast Asian partners could start with softer issues. 
 
 
These include environmental issues and disaster relief. They include nuclear safety and counter terrorism.
 

Trust will be built through this process. And that trust will propel us to expand the horizons of our cooperation. 
 
 
The initiative will serve the cause of peace and development in the region, but it will be firmly rooted in the Korea-U. S. alliance.
 

In this sense, it could reinforce President Obama's strategy of rebalancing towards the Asia-Pacific. Of course, North Korea could also be invited to join. 
 

If we start where our interests overlap, then later on it will be easier to find common ground on the larger challenges, easier to find solutions to our mutual benefit. 
 

I firmly believe that Korea and the United States will work hand in hand as we shape an emerging process for cooperation in the region.
 

The third and final leg of our journey extends even farther beyond the Peninsula-beyond Northeast Asia to the rest of the world.
 

It is to contribute to happiness-the happiness of Koreans on both halves of the Peninsula, the happiness of all humanity.
 

This is a vision I also advanced at my inauguration. The "pursuit of happiness" is enshrined in the American Declaration of Independence.
 

It also occupies a special place in the Korean Constitution. I have long believed that our alliance should aim far, that it should ultimately seek a happier world.

北의 핵무기 선제사용 선전(The North's First Use of Nuke Propaganda)





The North's First Use of Nuke Propaganda
Abstract:
 
Examine North Korean account of the limited war it might fight to occupy Seoul, including the use of nuclear weapons or other unspecified WMD to neutralize American forces.
 

It's easy to find that while this account makes for fine propaganda, when viewed through the lens of conventional capabilities, the plan is mainly smoke and mirrors.
 

Nonetheless, if this account is indicative of the belief system of North Korea's leadership, then it is truly alarming.
 

It suggests that North Korea still adheres to military strategies and tactics that failed in the Korean War, and would fail again, only faster, should war break out in Korea peninsula.
 

Moreover, it suggests a fantastic belief that somehow early escalation to nuclear war could make possible a conventional pre-emptive attack on Seoul.
 

It is not easy, confronted with North Korea's bellicose nuclear threats, to infer its leader's intentions.
 

While the North's nuclear threat rhetoric may leave the reader wondering whether Kim Jong-un is crazy like a spoiled brat, crazy like a wolf-that is, it's impossible to know what he hopes to achieve in the current confrontation-we are convinced that his nuclear threats are not militarily credible.
 

Thus, we were struck by a recent North Korean propaganda movie that aimed at an external, not a domestic audience it must be noted, that contained unusually specific information about its conventional military forces and strategy.
 

Uriminzokkiri posted a video on You Tube outlining a three-day war scenario entitled "Short-term, Quick War That will end in Three Days."
 

It provides us with a useful opportunity to re-examine the North's conventional military strategy and its offensive capability for a "pre-emptive" or retaliatory strike against US-ROK.
 

It will also enable us to speculate about the rationality of the North Korean perceptions of their own military power, and the danger of nuclear first-use by North Korea that may arise from this belief system.
 

The video described the "North's prospective scenario of a great war for reunification" as starting with a fire thrashing.
 

Having analyzed the video's three day scenario, we conclude that the main reason that a pre-emptive war is impossible is not because Kim Jong-un's nuclear forces are incapable of eliminating US forces from the field, but because the KPA's conventional forces are in a parlous state. 
 

The KPA surely knows that its conventional deterrent credibility, while significant, is declining rapidly, and that they do not yet have a credible nuclear force that is capable of offsetting this defict sufficiently to launch a pre-emptive attack on the ROK and its allies.
 
 

北이 호전적인 핵위협을 하는 상황에서 김 정은의 의도를 추정하는 일은 쉬운 일이 아니다.
 

北은 미국이 핵무기로 선제공격한다는 절박한 위협을 선전하는데 영일이 없다.
 

그리고 이런 공격에 맞서 핵무기의 사용과 서울의 기습 점령, 한반도의 미군 추방을 거론하며 갖가지 보복 위협을 하고 있다.
 

그런데 北의 이런 선전은 핵무기나 대량살상무기로 제한전쟁을 일으켜 서울을 점령하고 미군을 무력화한다고 하지만, 통상능력의 관점에서 보면 이런 계획은 대부분 교묘한 속임수다.
 

그럼에도 불구하고, 이런 말이 北지도부의 신념의 표출이라고 한다면 상황은 정말 심각한 문제가 아닐 수 없다.
 

이것은 北이 지금도 6.25전쟁에서 실패했던 과거의 전략과 전술을 그대로 고집하고 있다는 것을 시사한다.
 

게다가, 어떻게든지 핵전쟁으로 조기에 확전되면 서울에 대한 통상 선제공격이 가능하다는 터무니없는 구상이기도 하다.
 

이 모든 것은 北지도부가 핵전쟁의 정치적, 법적, 군사적 제약을 비롯한 국제사회의 현실에 너무 무지하다는 것을 명백히 나태내고 있는 증가가 된다.
 

北의 이런 버릇과 관련된 선전 공세를 극복하기 위해서는 다음 세 가지 근본적인 요인을 명심해야 한다.
 

첫째, 지능선전분석의 원리에는 “대부분의 선전은 사실이다.”라는 관행이 있다. 이 “사실”은 정보계에서는 절대적 의미가 아닌 상대적 의미로 취급된다.
 

한 나라의 목표와 정책은, 특히 자국 국민에게는 계속 왜곡할 수 없으며, 지도자는 전적으로 거짓 상황을 알려줄 여유를 갖지 못한다.
 

그리고 적대적 관계가 임박할 때 적에게 적당한 공포를 심어주는 것은 매우 중요하다.
 

둘째, 경험에 의한 파생 법칙에 따르면, 제2차 세계대전 당시 독일의 선전은 독일의 힘에 관한 독일국민의 의문을 의도적으로 속이지 않았다.
 

셋째, 결국, 北지도부는 핵무기 사용은 핵 보복이나 정권의 전멸과 같은 확실한 즉각적인 파국을 초래한다는 것을 알게 된다.
 

따라서 北의 핵 위협은 김 정은이 싸가지 없는 떼쟁이처럼 미쳤는지, 늑대처럼 미쳤는지 세상 사람들을 궁금히 여기게 한다.
 

반면, 현행 대결을 통해서 그가 노리는 것이 무엇인지는 알 수 없으나 그의 핵 위협은 군사적으로는 신뢰할 수 없다는 것은 확실하다.
 

물론, 김의 대량살상무기 (WMD)의 조작에 따른 위험은 웃어넘길 수 는 없다.
 

北은 군사력에 대한 군사백서나 통계를 발간하지 않는다. 그러므로 이 분야는 미국 국방정보국 (DIA)이나 우리의 국정원 (NIS)이 알아내야 할 몫이다.
 

하지만, 北은 끊임없이 그들의 실제 억지력 능력에 관한 선전을 쏟아 놓는다.
 

때로는 유도탄이 적을 공격하는 그래픽 이미지에 병사가 수류탄을 들고 미군 전차에 돌진하는 모습을 짜 맞춘 일반적인 방법의 이미지로 미국과 한국군을 분쇄할 수 있는 능력을 선전하기도 한다.
 

이런 선전물은 비단 우표나 웹 사이트에 국한된 것이 아니고, 게시판이나 공장, 학교 등 북한지역의 일상생활의 어디에서나 볼 수 있는 것 들이다.
 

그렇기 때문에, 3월 21일부터 현행 위기가 고조되면서 北의 우리민족끼리 웹사이트가 You Tube에 올린 비디오 “3일 단기 속결전”시나리오는 충격적이다.

이 비디오는 보통과는 달리 통상전력과 전략에 관한 특정정보를 담고 있으며, 선제공격이나 보복타격의 공세능력을 음미할 수 있는 기회를 제공하고 있다.
 

그 내용은, 첫날 명령이 내리면 30분 동안 240mm다련장 방사포 250,000발의 불 마당질로 한, 미연합군의 포병과 기갑부대 및 헬기를 전멸시킨다.
 

같은 시간에, 특전 경 보병부대 50,000명은 후방지역에 침투하여 공군, 해군, 유도탄 및 레이더기지, 항만과 발전소를 공격하며, 서울을 비롯한 주요 도시의 미국인 150,000명을 사로잡는다.
 

둘째 날, 10,500명의 공수부대는 주요도시에 낙하하여 한국군과 시가전을 전개한다. 
 

한편 4개 기계화군단의 전차 4,600대와 장갑차 3,000대 그리고 수송차량을 이용한 보병군단은 일제히 비무장지대를 돌파하여 남쪽으로 진격한다.
 

이 때, 강력한 대량살상무기로 하와이를 선제공격하여 미태평양사령부의 증원군 투입을 차단한다.
 

셋째 날은 싸움은 끝나고, 한국 내 주요도시의 평정작전을 수행한다.
 

전체적으로, 이 계획은 특정 군사목표와 목표달성을 위한 통상전력의 능력을 그럴듯하게 묘사하고 있다.
 

그러나 이 계획 전체의 일부 고리가 잘못되면 전체 계획은 실패하는 것으로 보고 있다.
 

첫째는 성공적인 “불 마당질 (Fire-thrashing)” 실현 여부다.
 

240mm다련장 방사포가 30분 동안 250,000발을 발사한다는 것은 분당 833발의 발사사속도이며, 이 방사포 모델이 분당 12~22발로 22발 사격이 가능하다고 하면 대략 379문의 방사포가 필요하다.
 

사격속도 유지를 위해 15분 간 은신처 이동과 재장전을 해야 하며, 불 마당질 효과를 보려면 방사포체계의 완전한 가동을 전제로 5,685문 이상의 방사포가 있어야한다.
 

이런 상황에서 진지가 노출되는 전술적 취약성도 감수해야 한다.

실제로 이 발사속도 유지에는 더 많은 방사포가 필요하며, 240mm방사포 모두가 22발을, 그리고 동시에 사격할 수는 없다.
 

지난 영평도 포격 시 이 방사포는 25%의 불발탄을 내기도 했다. 
 
 
北이 각종 야포의 사격훈련을 할 때는 조기경보를 위해 한, 미 양국은 대기 및 지상진동 센서로 훈련 세부 내용을 모니터링 한다.
 

다년간, 이 센서 모니터링은 北의 방사포와 장거리 야포의 사격 능력에는 심각한 품질관리문제가 있음을 보여 주고 있는데, 이런 무기 결함의 지휘계통 보고 여부는 알 수 없다.
 

현재 北은 5,100 여문의 방사포를 보유하고 있는 것으로 추정되지만, 여기에는 107mm, 122mm, 132mm 등 소구경도 포함된다 (2012 국방백서).
 

결국, 합리적인 240mm 방사포 보유 추정치는 400문으로 소요 5,685문의 대략 7%로 서울을 불 마당질 한다는 것이다.
 

불 마당질 직후 특전 경 보병부대 50,000명 이동에 소요되는 공중 침투 용 항공기는 역부족 상태이며, 지상침투에는 DMZ의 지뢰지대와 노출을 각오해야 한다.
 

그러나 10,500명의 공수부대의 주요도시 침투는 가능한 것으로 보인다.
 

이 3일 단기 속결전 가운데 가장 중요한 요소는 둘째 날의 기갑부대의 공격국면이다. 이유는 이 부대의 강력한 화력과 미국의 매력적인 핵무기 표적이 되기 때문이다.
 

미국은 이런 표적을 1970년대의 “최대 핵 전투”계획에서 핵무기 사용대상으로 계획하고 있기 때문이다.
 

DMZ를 뚫고 진격하기 위해 집결될 7,600대의 전차와 장갑차는 좋은 표적 집합체이다. 일렬종대로 차 간 거리를 30m로 잡아도 족히 228km의 행군장경을 갖는다.
 

그리고 한반도의 지리학에 근거하면 천년동안 넓은 기동 공간의 회랑지대로 사용된 침입경로는 3개뿐이다.
 

北도 이런 지형 특성을 잘 알고 있으며, 좁은 통로는 침공을 대비한 군사적 준비도 잘 갖춰진 상태이다.
 

간단히 말해, 한반도의 산악지대에서는 소련 스타일의 기갑부대의 돌파작전은 신뢰성이 없다.
 

셋째 날 대량살상무기로 미군을 무력화한다는 시나리오는 이 무기를 어디에 어떻게 사용하는지 공격방법을 구체화 하지 않고 있다.
 

北의 하와이나 괌의 WMD공격은 현재의 장거리 유도탄으로는 투발 능력이 없으며, 대칭적 WMD 투발방법으로 해상의 고깃배나 외국 국적선을 이용할 수 있다.
 

하지만, 이것은 군사적 효과가 미미하며, 증원은 몇 시간 몇 일이 아닌, 몇 주 몇 달이 소요되는 사안이다.
 

그리고 첫째 날과 둘째 날 48시간 동안, 北은 미국의 절대적 공군력을 제어할 수 없으며, 北의 기갑부대 대열은 숯덩이 신세를 면치 못할 것은 분명하다.
 

특히, 北이 이 3일 전쟁 시나리오에서 핵무기의 선제 사용으로 전황을 주도하겠다는 것은 그들이 핵보유국의 책임에 상응한 행동을 하겠다던 여러 성명을 속이는 행위가 된다.
 

이것은 또한 1995년 유엔안보리결의 984와 국제재판소의 핵무기의 합법성 규정을 무시하는 행위가 된다.
 

그러므로 北의 최고 지도자는 적어도 국제사법 책임은 면치 못하게 된다.
 

이 비디오는 北의 공세적 군사전략인 서울 점령의 제한적 목표 달성이라는 그들의 믿음을 그럴듯하게 반영하고 있다.
 

北은 또한 DMZ의 통상억지력은 강력하다고 믿고 있다. 이것이 외부적으로 핵 심리전 선전을 수행하는 근거인 것이다.
 

결론적으로, 北의 선제 3일 단기 속결전 전쟁은 불가능하다.
 

이유는 김 정은의 핵전력이 한반도에서 미군을 축출할 능력이 없어서가 아니라, 北의 통상전력이 위험한 상태이기 때문이다.
 

北군사력은 이른바 선군정치를 표방하여 14년이 지났어도, 전쟁발발 시 끔찍한 피해와 엄청난 살상의 고통을 줄 완전한 능력은 가졌어도 선제전쟁을 이길 싸움을 하기에는 충분하지 않다.
 

이것이 北의 진짜의 억지력의 한계이다.
 

北군부는 그들의 통상억지력의 신뢰성은 상당하지만, 급속히 떨어지고 있으며, 핵전력도 아직 이를 상쇄할 수 없어 선제공격을 가할 수 없다는 것을 확실히 알고 있다.
 

6.25의 살벌한 전쟁 3년 동안, 北 군사력은 DMZ에서 막다른 궁지에 몰려 수많은 인명을 잃었으나, 이번에는 수 개 월이면 한, 미 연합군은 北 군사력을 완전 섬멸할 수 있다.
 

그리고 미국과 중국은 이번에는 과거의 적대적 대립과는 달리, 넓은 경제적, 안보적 목적을 공유하고 있어 北의 전쟁패배는 지체 없이 정권의 몰락으로 이어진다.

역사의식 (Sense of History)


Sense of History
Abstract:

A sense of history that has been said frequently used in today's Korean society as a word or expression used for some particular thing.
 

Because of that information is shown in diverse ways, it is not easy to know the exact meaning of these words.
 

Things will always get better, and need to explore more about a sense of history.
 

In a world where we face exactly that risks, has the potential to be one of the more progressive genres around, representing a playground of ideas on how progress loses momentum and arcs downwards into collapse.
 

The physical environment, that gives us that sense of roots and history, whereas for others it may be found in every corners around us.
 

Thinking that history is very important does certainly not seem to entail knowing all that much of it.
 

Concerning about the exact sense of it, it's better to remind that without knowing what we were, we'll never know who we are.
 

If people have a shaky grasp of what happened, there is also an appetite to know more about it.
 

Animated history of the past and the future in the present life is a sense of history itself.
 

Therefore, the raving fanatical climate that the futurists such as communism used to unfold as a favorites should be purified.
 
 

국내외 상황이 복잡하고 특히 인접 국가 (일본, 중국 등)와의 과거와 현재의 여러 현안들이 사회적으로 빈번하게 부각되면서 자주 쓰이는 낱말 가운데 역사의식(歷史意識, Sense of History)이라는 말이 있다.
 

흔히 학생들이나 지식인들 사이에서 자주 쓰이며 매스컴에서도 자주 언급된다.
 

그런데 이 말들을 살펴보면 그 내용은 사안에 대한 역사의식을 문제 삼기도 하고, 비판도 하는가 하면 역사의식의 중요성 강조 등 다양하게 표출되지만 그 말의 정확한 뜻이 무엇인지 파악하기가 쉽지 않다.
 

역사적 사실은 일시적으로 숨겨질 수 있어도 결국은 밝혀진다는 사실인식의 확신으로도 쓰이고, 역사는 장기적 안목에서 사필귀정 (事必歸正)이라고 도덕적 감각으로 해석하기도 하며, 역사는 그 자체에 합목적적 (合目的的)인 운동법칙이 있다는 역사철학적 이해로도 쓰이고 있다.
 

이렇듯 역사의식이라는 말의 개념은 모호하지만 여러 가지 의미로 사용되면서 그 의미 자체는 각각 나름대로 나타내고 있다.
 

태초의 인류는 동물과 비슷한 생활을 하였지만, 인류는 사고 (思考)의 기능을 가졌음으로 무언가 해야 할 과제 즉 문제의식을 갖게 되었다. 이 문제의식은 역사의식과 통한다.
 

일반적으로 역사에 대한 관심이 커지면 보통 사람이나 민족은 진지하게 묻는 사람이나 민족이 있고, 묻지 않는 사람과
민족도 있다. 
 

전통적인 농경사회 (農耕社會)와 같이 사회적 구조에 기본적 변화가 없는 안정된 사회는 역사란 무엇인가를 묻지 않는다.
 

반면에 진지하게 묻는 사회는 안정된 사회 구조가 무너져 가고 주관적으로 불안하고 객관적으로는 불안정한 사회이다.
 

낡은 것과 새 것, 전통과 혁명, 보수와 진보가 혼재하는 시대의 사회가 대표적인 예가 되겠다.
 

이런 시대의 사람들은 역사적 변화에 대한 인식이 용이하며 앞으로의 역사적 과제에 대한 의식이 강렬하다.
 

이처럼 과거와 미래가 현재의 삶에 살아 움직이는 역사의 감각을 역사의식이라고 한다.
 

과거를 현재 속에 살리고 현재를 과거 속에 살려서 과거와 현재가 하나 되는 역사의식, 미래가 현재 속에 움직이고 현재가 미래로 뚫고 들어가 미래와 현재가 하나 되는 역사의식이 올바른 역사의식이다.
 

인류의 역사사상 (歷史思想)에 지대한 영향을 미쳐왔고, 지금도 미치고 있는 주요 역사관 (歷史觀)들을 살펴보면 이런 역사의식의 산물이 아닌 것은 하나도 없다.
 

신학자 성 어거스틴 (St. Augustine)의 신국론 (神國論, 하느님의 都城, De Civitate Dei)을 철학적 기반으로 한 기독교사관은 고대문화의 중추였던 로마제국의 붕괴와 기독교문명의 전환기적 지성 (知性)의 역사의식의 산물이다.
 

진보사관과 유물사관, 실증주의사관 등이 16~17세기의 서구 가톨릭문명의 종교적 내란을 거쳐서 탈기독교적인 과학기술문명으로 전환한 것 또한 19세기 지성의 역사의식의 산물이다.
 

전환기적 고난에 대하여 이 변화가 어디서 와서 어디로 가느냐고 묻는다면, 그 답은 현실의 삶과의 대결을 위해 피눈물 나는 정신적 고투의 결과로 창조된 정신적 산물인 역사관들이라 하겠다.
 

하지만 이 전환기적 고난 속에는 두 가지의 반역사적 (反歷史的)유혹이 도사리고 있다.
 

하나는 복고주의적 유혹이고, 또 하나는 미래주의적 유혹이다. 
 

복고주의 (復古主義)는 과거의 어느 시기를 이상화하여 현재의 고난을 해결하려한다.
 

그러나 이것은 현안을 엉뚱한 데서 해결하려고 하여 문제의 해결은커녕 오히려 문제를 악화시킬 뿐이다.
 

미래주의 유혹은 그 어떤 장밋빛 목표를 설정해 놓고, 그 신기루를 쫓아가려는 생활태도로서 현재의 건전한 삶의 의욕을 마비시킨다.
 

오늘날 우리 세대는 무시무시한 격변기를 살고 있다. 우리 세대가 역사의식이라는 말을 즐겨 쓴다면 이것은 전환기적 지성의 역사관의 증대의 표현일 것이다.
 

그러나 역사적 관심만으로는 올바른 역사의식이 자라지 않는다. 올바른 역사의식은 문화 창조의 지적 정신적 원동력이다.
 

이를 위해 공산주의와 같은 미래주의적인 광신적 풍토를 정화해야 하며, 현재를 죽이고 과거만을 숭상하는 복고적인 역사관을 지양해야 한다.
 

그리고 민족사는 세계사와 연관에서 자리 잡기 때문에 민족의 역사 못지않게 세계사에 대한 안목과 지식을 길러야 한다.
